Abattoirs to Install Cameras Under New Government Plans

CCTV would be required in all abattoirs in England if the Government implement plans to further safeguard animal welfare.

A number of cases in recent years have highlighted the treatment of animals at slaughterhouses and the Government has moved to address the lack of CCTV in many of these premises, particularly in areas where animals are stunned and slaughtered.

There is currently no requirement to install CCTV at these premises and the Food Standards Agency cannot require their installation. Voluntary installation of CCTV is encouraged as best practice but the Government has now taken steps to address this perceived gap in the enforcement of these premises.

Michael Gove is to publish the proposals and there will then be period of consultation on the plans to install CCTV in all areas where animals are held at the abattoir. 

Official Veterinary Surgeons from the Food Standards Agency would also be given full access to all CCTV footage.  This would be in addition to the wide powers already held by these individuals who are based at these premises when they are operational.

Breaches of animal welfare legislation can result in criminal investigations, prosecution and/ or welfare enforcement notices being served.  Certificates of Competence for employees can be suspended or revoked by the Food Standards Agency.

Anyone who is served with a welfare enforcement notice is advised to seek legal advice from a regulatory solicitor as a matter of urgency.  Advice should also be sought in the event that a criminal investigation or prosecution is commenced against you or your business for any animal welfare offences.
